Adjustments to the existing plan were made to take into account the elevation changes of the hill and the locations of the protected treesTrees legally protected that cannot be felled or transplanted arbitrarily. The principal orientation axisThe direction in which a building sits and faces of the new structure was aligned with that of the existing brick building, and a grid system based on a module equal to half the width of the brick building was introduced to determine the interior spaces and building mass. The main entrance was likewise positioned in accordance with the site conditions and the grid, facing the main approach path between the German and Japanese Pavilions. Glass walls were used to establish an east-west visual axis running from the main entrance on the east to the lagoon(Lagoon): Shallow body of water surrounding Venice, partially separated from the sea by sandbars on the west, creating a visual corridorAn unobstructed line of sight passing through from one end to another through both the interior and exterior of the Korean Pavilion. As the orientation was adjusted, the wave-shaped window overlooking the lagoon introduced in the previous stage came to occupy the entire western elevation.

A "floating cylinder" set in contrast to the low, orthogonal walls forming the Korean Pavilion made its first appearance. This mass was proposed without a specific function, as a "counterpoint" intended to offset the visual weight of the existing brick building. Initially presented as a freehand sketch, this design proposal was developed several days later into a more precisely drawn projection drawing.

The floor plan contained in the “Fax from Kim Seok Chul to F. Mancuso” dated November 12, 1993 (MC-VB-01015) is rendered in a single-line form, much like a concept sketch. For the Stage 3 design model, only the conceptual framework of the axes and grid system was confirmed from this drawing, after which the subsequently revised projection drawing (MC-VB-01016) was used as the primary reference for the reconstruction. The discrepancy in height between the existing site and the building as shown in the section drawing was adjusted by fitting the model to the site model. The boundary between the entrance and the interior, which could not be determined even from the projection drawing, was resolved by treating the area extending to the courtyard planted with trees as exterior space, and the boundaries of the entrance and adjoining spaces were defined accordingly.
